SENATE BILL NO. 123 "An Act relating to the regulation of electric                                                              
utilities and electric reliability organizations; and providing for an                                                          
effective date" was read the second time.                                                                                       
                                                                                                                                
Senator Coghill, Chair, moved and asked unanimous consent for the                                                               
adoption of the Senate Special Committee on the Railbelt Electric                                                               
System Committee Substitute offered on page 1866. Senator Begich                                                                
objected, then withdrew his objection. There being no further                                                                   
objection, CS FOR SENATE BILL NO. 123(RBE) "An Act relating to                                                                  
the creation and regulation of electric reliability organizations; relating                                                     
to participation of electric utilities in electric reliability organizations;                                                   
relating to duties of electric reliability organizations; providing for                                                         
integrated resource planning; requiring project preapproval for certain                                                         
interconnected large energy facilities; and providing for an effective

Senator Coghill, Chair, moved and asked unanimous consent the                                                                   
Senate Special Committee on the Railbelt Electric System Letter of                                                              
Intent offered on page 1866 be adopted as a Senate Letter of Intent.                                                            
Senator Begich objected, then withdrew his objection. There being no                                                            
further objection, the Senate Letter of Intent was adopted.                                                                     
                                                                                                                                
Senator Hoffman moved and asked unanimous consent the bill be                                                                   
considered engrossed, advanced to third reading and placed on final                                                             
passage. Without objection, it was so ordered.                                                                                  
                                                                                                                                
CS FOR SENATE BILL NO. 123(RBE) was read the third time.
